Please file a bug report with Chrome/Chromium and give more visibility to this issue if you can. Electron's high popularity means you will be seeing this bug in many standalone applications. Discord internally uses Chromium through a middle-ware called Electron. Firefox is the only non-Chromium browser left, so similar bugs may be present in Edge, Opera, etc. There is also a possibility that a Windows Update changed native scrolling behavior in Windows and it could be that Chrome uses native Windows scrolling in a way that allowed an update to cause a bug. I noticed the issue after Chrome updated itself, so I strongly suspect the bug may be due to recent changes in Chrome. I believe this is a bug in Chromium, the browser engine that powers the Chrome Browser. Try changing your refresh rate to 60Hz and retesting those applications.
